This official state document was issued by the State of Rhode Island & Providence Plantations and confirmed the appointment of Edmund Bailey, Esquire to the office of Justice of the Peace for the town of North Providence, Rhode Island. It was issued under the authority of "James Fenner", the "Governor, Captain-General, & Commander in Chief" of the state and is boldly signed by him at the conclusion. An embossed state seal appears in the upper left corner of the document, fully intact and undamaged. A five line manuscript notation on the verso states that the "Hon Edmund Bayley (sic) within named made oath faithfully to discharge the duties of the office of Justice of the Peace within mentioned Before me" and is signed by "Thos. F. Carpenter" as Justice of the Peace. James Fenner served as governor of the state (1807-1811, 1824-1831, 1843-1845), senator (1805-1807), and president of the state constitutional convention in 1842.

Three vertical folds are present, causing some weakening of the paper along the lines. Small sections of the upper left and lower right corners are missing, not affecting any of the printing or signatures. Very light toning is present at the edges and along the fold lines, but overall the paper is clean and bright. A wonderful item signed by this early Rhode Island politician.
